Children in the state of California are entitled to a free public education. The funding for both general and special education is routed through an administrative hierarchy working from the ‘top’ down. At the ground level, children are assigned to school campuses according to their geographic location. Each campus is assigned to a school district and each district is in turn assigned to a SELPA (Special Education Local Planning Area). State funding works its way through a SELPA, then down to a District, and finally to your child as a student.
